Job Summary:
Under the general direction of the Research Scientist Manager, the Research Scientist Supervisor I serves as the Manager for the Research and Analysis Group within the Office of Health Care Affordability (OHCA). Independently, and by coordinating a team of researchers, this position plans, organizes, and directs highly complex research and analyses of a broad scientific scope and provides technical and strategic guidance on OHCA’s analytic agenda; asses the impacts of health care transactions and market consolidation on the health care market; engages stakeholders and partner organizations, and performs a variety of administrative duties related to program activities.
In the HCAI work environment, staff may handle confidential patient or financial data. Specific statues and regulations and HCAI policies and procedures govern the collection, storage, disclosure, and use of confidential data. The employee is responsible for the safe and secure handling of this data in compliance with these policies and procedures.

In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
At least 8 years of experience with data analytics. This experience must include mastery of statistical software such as SAS, Strata, R, SQL, etc.
At least 5 years of experience in health care economics or health policy.
At least 5 years of experience in a lead capacity overseeing work products of junior or peer researchers and/or analysts.
At least 4 years of experience writing memos and issue briefs and publishing research in peer-reviewed journals.
At least 3 years of experience communicating with internal and external stakeholders on complex research products, methodology and/or reports.
Experience scoping, developing, and executing research or evaluation projects.
Experience collaborating with multiple organizations (e.g., universities, government agencies, contractors etc.) to complete complex research projects.
Experience in research methods, including topics such as program evaluation, causal inference and econometric analysis.
Experience in assessing the quality and fidelity of various data sources.
