Vermont is engaged in a major reform of the statewide health care system. As part of the process, the Vermont Legislature has released an RFP with the purpose of gaining a more profound understanding of how the State’s $5.1 billion health care system is financed today, with a specific focus of understanding who pays, how much, and how. The analysis will also provide a measure for comparing proposals for the financing of Green Mountain Care, the universal and unified health care system (often referred to as “single payer”) envisioned in Act 48 of 2011.
